Makaha Surfside Committee Formation and Function

Committees at Makaha Surfside are open to all owners and are essential for conducting research and providing recommendations to the board under its guidance. Each committee is chaired by a non-board member to ensure impartiality, with at least one board member serving as a liaison to maintain alignment with board objectives.

  • Duties and Limitations

    Committees are responsible for gathering information and suggesting actions but do not have decision-making power. They operate under the directives issued by the board and adhere strictly to the governance framework of Makaha Surfside.

  • Operational Framework

    Committees are created and disbanded as needed, based on Makaha Surfside’s current priorities and strategic goals. This dynamic approach promotes transparency and encourages all owners to participate in governance, fostering a collaborative and inclusive community environment.

  • Participation and Meeting Information

    Joining a committee at Makaha Surfside is voluntary, emphasizing the importance of owner involvement in community governance. Owners interested in participating should consult the community calendar for meeting schedules. Be aware that these schedules may change to accommodate the availability of committee members and to address emerging community needs effectively.

Mission:  The Budget Committee is committed to fostering financial transparency, accountability, and sustainability for our community. Our mission is to develop, review, and recommend a balanced budget that aligns with the community's goals and priorities while ensuring prudent management of resources. We work collaboratively with board members,
committee chairs, and owners to ensure an inclusive decision-making process that reflects the needs and interests of all stakeholders. Through diligent oversight and careful planning, we aim to maintain a financially healthy community, ensuring the long-term stability and value of our shared assets.

Mission: The Capital Improvement Committee is dedicated to identifying, planning, and overseeing new projects that enhance the value, functionality, and appeal of our community. We strive to maintain transparency and actively involve owners in the decision-making process, ensuring that improvements align with the community's best interests. Our work is carried out under the financial oversight and approval of the Makaha Surfside Board of Directors, fostering trust and collaboration between the board and all community members.

Mission: To review the annual budget and ensure expenses are planned for with consideration of the Reserve Study needs.

Mission:  The House Rules & Policy Committee is committed to fostering a safe, harmonious, and respectful living environment by developing, reviewing, and recommending clear and fair policies and rules for our community. Our goal is to ensure that all regulations align with community values, are easily understood, and are consistently enforced to enhance the quality of life for all residents. We prioritize transparency and open communication, actively seeking input from owners to ensure policies reflect the diverse perspectives and needs of our community. The committee works under the guidance and approval of the Makaha Surfside Board of Directors to maintain a balance between individual rights and community well-being.

Mission: To meet the quorum required by and to fulfill the election obligations in accordance with Hawaii State laws governing Homeowners Associations

Aim: To have 100% of owners participate in elections

Goal: Keep current of owners contact information and desire method of communication

Mission: To fulfill the requirements of the reserve study mandated by Section 514B-148 of the Hawaii Condominium Act as a sound business practice, providing recommendations and guidance to the Makaha Surfside Homeowners’ Association Board.

Definition: A reserve study is composed of two parts:

  1. Physical Analysis:
    This involves an inventory of all components, a thorough assessment of the physical condition of common areas under the HOA's responsibility, and an estimate of each component's remaining useful life. It includes cost estimates for the repair or replacement of assets and timelines for when these expenditures are expected to occur.
  2. Financial Analysis:
    This is an evaluation of the association's reserve fund, designed to develop a funding plan that ensures adequate financial resources are available for repairs or replacements when needed, maintaining the community's assets in good condition over time

Mission: Generate SOPs for all aspects of MSS Operations, once drafted they are to be delivered to the board for review.
